In his recently released videos, the head of Google's Web spam team, Matt Cutts revealed the standards that Google use to determine whether the given link is paid. He says Google’s web spam team uses five basic principles including explicit link sales, gift vs. loan, value to money, intent of audience, element of surprise etc.
According to Matt Cutts, the most common example of paid links is that when a webmaster sells link, for certain amount of dollars, to another webmaster. The next criteria is to determine how the mode of payment close to the value of money.
